Chamillionaire returns with his sophomore release, Ultimate Victory. On the album opener, the cleverly caustic and Slick Rick-assisted "Hip-Hop Police," the slick Texan almost gets outshined by the legendary Ruler; but he manages to give commentary on the self-explanatory "Evening News" without sounding preachy. The album doesn't always succeed. On "Rock Star," Cham (with Lil Wayne) drops his two-cents into the rap-rock resurrection without adding anything new, and "Industry Groupie" offers tired lyrics about (guess what) industry groupies - over a sample from one of the worst synthesizer riffs of all time (Europe's '80s turd, "The Final Countdown"). -dusty culpepper
